Dale Todd Announces Candidacy for District 3 City Council

Cedar Rapids, IA – August 14, 2025 

Dale Todd today announced his candidacy to retain his seat on the Cedar Rapids City Council representing District 3.

Todd serves as Vice President of Development at Hatch Development Group, an award-winning affordable housing developer with projects across Iowa. He previously served as City Commissioner of Parks and Public Property from 1998 to 2002.

As Chair of the Public Safety and Youth Services Committee, Todd has played a leading role in efforts to reduce gun violence, promoting a crime-reduction strategy focused on those who commit violent offenses.

A longtime Cedar Rapids resident, Todd takes pride in progress on the city’s flood control system, major street projects like Mt. Vernon Road, and quality-of-life investments such as Cedar Lake, Riverside Skatepark, the Roundhouse, trail improvements, ReLeaf, expanded housing, and new public spaces throughout the city.

He points to projects like The Heights — which transformed a vacant, dilapidated building into new affordable housing — and the new Boys & Girls Club in Wellington Heights as “game changers for their neighborhood.”

“I believe that city government, at its best, helps people and connects them with the services they need,” said Todd. “My vision is to lead Cedar Rapids toward a more secure, successful, and resilient future. My agenda prioritizes public safety and crime reduction; strengthening infrastructure to support economic growth and resilience; expanding access to high-quality, affordable housing; and building a vibrant quality of life for all residents.”

Todd acknowledged ongoing challenges, including shortages in mental health services, downtown vacancies, and property tax pressures. “With compassion and experience, I will continue to tackle these issues head-on,” he said.

He pledged strong leadership on tough issues and a clear, forward-looking vision — with a commitment to get things done for Cedar Rapids.
